I know Elance allows you to search by country of provider. I have done this frequently in the past. So you might try searching for the task you want and then filtering by Spanish-speaking countries. I think you’ll find that they mostly post their profiles in English, but given their location I’m sure they’re more than happy to speak Spanish. There are tons of Elance providers in the Spanish-speaking world.

Filtering by country is how I found the Brazilian design firm that I linked to in the article.
