Tags in Windows

Hi, I'm a newbie so please excuse me if this quesion is a little basic.

I'm thinking of ways of organising my files more effectively and bridging the gap between computer based files and handwritten notes/workings etc (I work in software development and my work involves quite a lot of math).

Having used tags on sites like Flickr, I think that model would work quite well as an organisational tool in Windows. For example - to group files with 'train of thought' tags rather than by a specific project etc.

Does anyone know of a tool that would facilitate this in windows. I use a Mac most of the time for non-work stuff and utilise smart-folders for grouping similar files. I don't think this is possible in windows though.
