GTD: difference between Processing and Organizing?

To me, I look at processing as using my mind to make front-end decisions. I'm thinking about whether something (stuff) is a project and if so what's the desired outcome and next action. Organizing gets into the physical action of writing those things down. One phase is just thinking and deciding whereas the other phase gets into the tangible act of writing things on a list or typing them into a keyboard (whatever your system of choice is).
