Spotlight via the CLI
You probably could code any sort of Spotlight UI you wanted if you use mdfind, which gives you CLI access to the Spotlight meta database.

Hi Merlin, you might be interested in a little python program I created a couple of years ago which allows me to quickly create new smart folders from Quicksilver using a natural English syntax.
