popping the to-do list up (tasktoy)

dear 43foldies -- I am using tasktoy and really enjoying it. However, it would be WAY more useful if I could make my browser window "pop" to the front whenever the computer was idle for more than a few minutes ... that way I'd be reminded by my "next actions" and not distracted by the inbox or whatever.

I use a Mac and a PC. I think this could be scripted in Applescript for the Mac side, but I have no clue what would do this on the PC. Any ideas?
