new BBCode addition: Wikipedia links

adds new shiny button that wraps links in code that shoots links to WIkipedia. That's the technical explanation. :D

no products, or code changes--only addition to BBCode engine within ACP
(actions I took found at above link)

only 1 upload required: the Wikipedia button, attached to this post, and emailed to Merlin
