Indexing Lo-Fi to Hi-Fi

Can anyone recommend a program (preferably free) that will make indexing paper documents easier? I'd like to be able to "search" the contents of my moleskines without having to retype the contents. I tried this in Evernote, and it was rather tedious. Plus, I didn't get the benefit of my drawings and diagrams. Right now I'm using a Word document to list topics and page numbers, but I worry about mis-indexing my data and having related items not come to mind when I need them. I'm in Windows. Thanks for any help!

HA! Loser! :D j/k It seems the plight of the Windoze user not to be able to use the really neat tools. Indeed as far as things look around here from other threads, there isn't much of an alternative to DTP on Windows.
